Schwartz taught Ocean and Coastal Law at The University of Houston Law Center for 7 semesters, Texas A&M University at Galveston for three semesters, and one semester at the University of Texas at Austin law school. Since 1981 he has served as a lobbyist, which includes lobbying for environmental projects and causes. Schwartz is well known for his protection of the Open Beaches Act, which protects public access to state beaches.
