Item Coastal Zone Management: The Process of Program Development(Coastal Zone Management Institute, 1974-11) Armstrong, John; Bissell, Harold; Davenport, Russell; Goodman, Joel; Hershman, Marc; Sorensen, Jens; Sloan, Lucy; Wormhoudt, DanielThis document, which was prepared under contract to the Office of Coastal Zone Management, NOAA, is intended to serve as a technical guide to state and local officials involved in the development and implementation of coastal zone management programs. It has been organized in such a way as to parallel the requirements for management program development which are contained in the Coastal Zone Management Act of 1972 and the Section 305 regulations published November 29, 1973, in the Federal Register (15 CFR 920). Additional information on the design of a management program consistent with teh Act's requirements is contained in the criteria for management program approval published in draft form Agusut 21, 1974, in the Federal Register (15 CFR 923). The Office of Coastal Zone Management has worked closely with the Coastal Zone Management Institute to ensure that the information contained in this document is generally consistent with the Coastal Zone Management Act. Nonetheless, this document should not be viewed as having the standing of official rules, regulations, or guidelines. Such rules, regulations, and guidelines affecting the implementation of the Act are formally published in the Federal Register on a regular basis. Copies of all relevant rules and regulations published to date are appended to this document. It is our hope that the information contained in this document will be of value both to those involved in long-term planning and those working in coastal zone management on a day-to-day basis. This document is one of several kinds of technical assistance that the Office of Coastal Zone Management is making available to state and local officials.Item Collaborative Land Use Planning: A Growing Trend in Coastal Zone Management(University of California Environmental Planning, 1978-07) Sorensen, JensThe concept of this report emerged in 1975 during discussions with staff of the California Coastal Zone Conservation Commission on possible organizational arrangements and authorities to implement the tehn forthcoming California Coastal Plan. One suggestion was to involve local government as an equal partner in the process of coastal planning and management. More specifically, local government would develop coastal plans based on state Coastal Commission guidelines and policies; these local plans would be subject to review and approval (or disapproval) by the Coastal Commission. If an adequate plan was not developed by the local government in a timely fashion, the state would impose sanctions. Once the local plan was approved, it would be implemented by local government subject to appeal to the Coastal Commission on proposals deemed inconsistent with the plan. For reference, this state and local government arrangement has been termed the "Collaborative Planning Process" or "CPP".
